Smart Data for Multinational Enterprises (MNEs)

GOPA Luxembourg is glad to announce the award and start of a new project for Eurostat on Web Intelligence: Smart Data for Multinational Enterprises (MNEs). The project will scope, investigate and extend the number of relevant data sources for producing information on MNE – i.e. enterprises producing goods and delivering services in more than one country (e.g. Microsoft Corp, Facebook, Daimler AG, etc.). As well, it will develop the necessary components for a process that scrapes data for enhancing the MNE relevant information. The project will contribute to the development of Web Intelligence Hub and the Trusted Smart Statistics framework of Eurostat. The results of the project will be available in the first quarter of 2021.

The contract is signed within the Eurostat’s Framework Contract on Methodology, through which GOPA is providing methodological and research support to Eurostat and other European Commission DGs, for the development and modernisation of European statistics. The project is being implemented by GOPA Luxembourg.

GOPA Luxembourg supports the European Commission to monitor economic performance of EU countries

GOPA Luxembourg supports the European Commission, and in particular the Eurostat’s unit National accounts methodology, to monitor economic and monetary performance of the EU  for the next 4 years via the Principal European Economic Indicators (PEEIs): Foreign direct investments, GDP, turnover in services, unemployment, labour cost, inflation rate, interest rates, house prices, etc.. Those are non-exhaustive examples of highly valuable information for decision makers (at national, regional, supra-national levels), investors, journalists, researchers and, to a larger extent, all citizens.

GOPA Luxembourg mobilizes its expertise to ensure the regular updates of econometric analyses, data, tables and graphs based on PEEIs. In addition, we will produce the monthly Eurostatistics publication to strengthen the dissemination of the PEEIs.

ESTP training course on ‘Time Series Econometrics’ held in Venice on 11-13 February 2020

GOPA would like to thank the trainers and all the participants having attended the ESTP training course on ‘Time Series Econometrics’ held in Venice on 11-13 February 2020.

The goal of the course was to provide the participants with basic knowledge of modern time series econometrics, with a focus on univariate and multivariate approaches. The course also covered practical exercises in R.

The training was organised by GOPA, being financed by Eurostat in the frame of the ESTP programme.

EIGE – joint consultation meetings news

GOPA Luxembourg has successfully concluded the Joint Consultation Meetings organized in the frame of the project on ‘Advancing Administrative Data Collection on intimate partner violence and gender related killings of women’ financed by the European Institute for Gender Equality (EIGE). During the 5 consultation meetings carried out by GOPA Luxembourg, feedback was collected from all EU member states representatives, for the improvement of the systematic data collection at European level, that could serve the formulation and monitoring of policies for preventing and combating violence against women.

Support for the implementation of Population and Housing Census 2020, Albania

In a nutshell

GOPA mbH is proud to support the Institute of Statistics of Albania (INSTAT) in conducting its next Population and Housing Census (PHC) in October 2020, a project funded by the European Union under IPA2014.

INSTAT has opted to conduct a traditional door-to-door census, counting all individuals, building and dwellings, for the last time in 2020 in order to align with Acquis Communautaire in European Statistics and move towards registered based Censuses from hereon. Still, the PHC 2020 brings into play several innovations, notably data capture via computer-assisted interviews (CAPI) and the use of geospatial information for data collection, fieldwork monitoring and data analysis. Furthermore, the PHC 2020 will provide further directions for the implementation of a register-based census in 2030. INSTAT and GOPA are joining efforts to make this massive statistical operation a success.

Our approach

Drawing from a long-standing experience in the Balkan region and our huge network of experts in the field of large-scale surveys and census, GOPA’s department of statistics is in charge of managing and monitoring this four-year project. The first phase of this project currently focusses on preparing the pilot census. GOPA provides technical expertise for the development of a data collection application, the tailoring of the IT infrastructure, the monitoring system as well as methodological support for the preparation of the fieldwork. Afterwards, GOPA will contribute to the evaluation of this comprehensive test of all census procedures and provide further technical assistance to INSTAT to ensure the successful implementation of the PHC 2020.

GOPA is implementing the technical assistance project through the following six key activities:

Census methodology and activities implemented and monitored successfully, and project management documentation developed and updated

Census questionnaire finalized and other Census materials (instruction manuals, training materials) prepared

Census mapping and geospatial activities for pre-enumeration phase, enumeration and post-enumeration phase prepared and finalized

Tabulation, analysis and dissemination of Census results is successfully conducted

Data collection using electronic questionnaire (CAPI) developed, tested and finalized

A communication strategy is developed, implemented and monitored

Success stories

On 20 September 2019, GOPA organized a high-level conference to launch the PHC 2020 with more than 100 participants.

The pilot census, covering 100 enumeration areas, representing around 12 500 households and two  collective institutions, started on 21 October 2019. The pilot is a six weeks real-life test of the modern data collection tools and the monitoring system with geospatial information that INSTAT and GOPA have been jointly developing since June 2019.

Senior Non-key expert Survey Solutions

Background

  • GOPA Consultants (Bad Homburg, Germany) is currently implementing the project “Support for the Implementation of Population & Housing Census 2020”. This project provides technical assistant to the Institute of Statistics of Albania (INSTAT) in preparing a new Population and Housing Census (PHC) to be conducted in October 2020. The technical assistance supports INSTAT in carrying out operational activities throughout all phases of the PHC, including the pilot census, the actual PHC and the post-enumeration survey.
  • INSTAT has voted for counting all individuals using traditional door-to-door interviews rather than making use of a register-based census. Still, the PHC 2020 brings into play several innovations, most importantly the use of CAPI and geospatial information for data collection, providing further directions for the implementation of the 2030 census as a register-based one.
  • The CAPI application for census has been prepared using the software Survey Solutions and will be used for data collection during the pilot census in October 2019. In preparation of its first practical use case, the CAPI application requires some fine-tuning, in particular regarding its server connection and employment of geospatial data.
  • We are looking for an IT expert to help INSTAT finalizing the CAPI application and adapting the ICT infrastructure for the pilot census. Furthermore, the same IT expert shall support INSTAT in the period between the pilot census and the main PHC to optimize and finalize the application.

Your tasks

  • Fine-tuning of the CAPI application to be used for data collection during the pilot census,
  • Support the development of applications to monitor the enumeration (by means of Survey Solutions and proper application),
  • Provide technical assistance to INSTAT regarding the server connection of the applications,
  • Review and fine-tune territorial identifiers, codes and classifications, validation and checking rules.

‘Data uncertainties: their sources and consequences’ paper now available!

The first COMUNIKOS paper is now available under the Eurostat Statistical working papers series. The paper ‘Data uncertainties: their sources and consequences‘ seeks to encourage further work into the measurement and communication of data uncertainties, in general, and introduces the COMUNIKOS project of Eurostat.
The paper was produced by GOPA Luxembourg’s team of experts and researchers under the supervision of Eurostat.

Project completed!

We are proud to announce the successful completion of the World Bank-funded project “Development of the New National Strategy for Development of Statistics and Action Plan”. Following the project start in March 2019 in Tirana, GOPA supported the draft of Strategy for the Development of the National Statistical System (2020–2030) with costed action plans for the Albanian Institute of Statistics (INSTAT) and provided capacity development activities to ensure the successful implementation of the actions plans. We thank INSTAT for their confidence and our team of experts for their excellent work.

Senior Non-key expert GIS

Background

  • GOPA is currently implementing the project “Support for the Implementation of Population & Housing Census 2020”.   • In preparation of the pilot census in October 2019, INSTAT needs ad-hoc support in the area of ArcGIS Census Geodatabase, in particular in the EA mapping work and consolidating the Census Geodatabase.
  • We are looking for a GIS expert to assist INSTAT in geospatial activities in preparation of the pilot census and the 2020 PHC.

Your tasks

  • Match Municipality boundary with sub-boundary of former District/Commune.
  • Update EA boundary according to total number change of Buildings, including split, combine, or reshape. May need reshape to match Municipality boundary.
  • Create EA map for navigation within the EA for mobile device (tablets).
  • Assist in the overall updating of the Census Geodatabase and related operations needed for the 2020 Census.
  • Follow-up with INSTAT’s GIS and IT team after the pilot census in a view of optimizing census mapping and other GIS-related tasks for the actual PHC.
  • Assist in the preparation of training manual for the census mapping fieldwork, and of other census mapping and GIS-related training material as needed.

Your qualifications

  • University degree in Geography, Geospatial Information, Geomatics, Building Databases, or any other related field.
  • At least 8 years of professional experience in the relevant field of census mapping and the integration of statistical and geospatial information.
  • Technical knowledge of concepts and definitions of GIS, GPS, Remote Sensing, as well as of census mapping.
  • Comprehensive understanding of the effectiveness of using maps and geospatial technologies for census mapping operations.
  • In-depth technical experience with ArcGIS and (Census) Geodatabase implementation and/or maintenance.
  • Knowledge of Survey Solutions would be a plus.
